I have received the following tips that I have been unable to confirm:

There was a cat living at the University of Tokyo Library on the Hongo campus in the early 1980's.

There was a cat living at the State Archive of the Russian Federation (GA RF) in Moscow in the mid-1990's.

Three hundred cats once resided in the library of one of the palaces in Saint Petersburg.
